Do the PERS-2400 & PERS-3600 have a "backup battery?"

Yes, the PERS-2400 and PERS-3600 are designed to work with an optional backup battery, providing about 30 hours of standby power on a full charge.

Part-number 12VGB (Linear Order Number 100104) is a 12-Volt 1.2 amp/hour rechargeable battery, included in certain PERS kits and also available as a spare part. See the PERS product pages for ordering information.
